CHILD GUARDIANSHIP—CASE OF CATHERINE MILLER.HC Deb 23 May 1901 vol 94 cc978-9 978

§ MR. CULLINAN (Tipperary, S.) I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if his attention has been called to an application at the Newtownstewart petty sessions, on 16th May, by the Reverend Peter Tracy, for the committal of Catherine Miller, aged 7, to Strabane Industrial School, on the ground that she was wandering about and under improper guardianship; whether he is aware that the applicant deposed that the child 979 lived alone with her grandfather, who was unable to look after her; that she spent her time wandering about in a filthy state; and that this evidence was corroborated by Constable Burns; and seeing that the magistrates declined to grant the application, whether he will direct the magistrates to formally commit the child at the next petty sessions.

§ MR. WYNDHAM I am informed that the hearing of the application to commit this child to an industrial school was adjourned by the magistrates to the next petty sessions to enable the Reverend Mr. Tracy to produce further evidence in support of his application. The Government cannot give any directions to the magistrates, as suggested.

Family of Patrick Tracey and Ann Tracey (nee Judge)

Patrick Tracey married Anne Judge at the Roman Catholic chapel in Newtonstewart on 15th October 1871.

Both were respectively a bachelor and spinster, both were of full age (over 21), both listed as servants. Residence for Patrick at that time was Mullaghary and his fathers name was Edward Tracy who was a farmer.  Anne residence was Upper Kilstroll (wrongly spelt – Kilstrule) and her father was called John Judge who was a labourer.  Their witnesses were Michael and Alice Judge.

Patrick died on 16 April 1939 at Envagh, Newtonstewart,  - at time of death he was listed as married and a labourer and they say he was 75 – which is completely wrong as this means he was born in 1864 and was aged 7 at his marriage!!

Anne died 10 December 1944 at Largybeg, Newtonstewart,  she is listed as a widow of Patrick Tracey who was a labourer and they calm she was 78 – again wrong for the same reasons above – I would put her at 20 maybe younger in 1871 meaning she was approx. 93 at death.

“While collecting folklore and song in the area in 1909 Enrí Ó Muirghesa (anglicé Henry Morris) went to visit the Traceys in Binn a’ Phréacháin and transcribe their songs. He refers especially to that song rendered so beautifully by Albert Fry –

Mailigh na gCuach ní Chuileannáin

Is fada liom uaim í uaim í;

Is fada liom uaim í ó d’imigh sí,

Is fada liom shíos agus thuas í;

Mailigh na gCuach níChuileannáin

Ó Muirghesa commented that: This was a Co. Tyrone song written down from a recitation of Éamonn Tracey and his sister Nancy of Binn a’ Phréacháin, near Greencastle in that county. It was in the winter of 1909 I discovered, if I may use that term, Eamonn and Nancy Tracey, and I found them to be a veritable storehouse of Irish lore. The Traceys came from Connacht away back in the ‘troubled times’; according to their own tradition, which probably means that when some of the ‘plantations’ were taking place in Connacht their fathers had to trek and found a refuge in the wild vastness of Tyrone. There appears to have been a literary strain in their family, for an ancestor of theirs, Peadar Rua Tracey of Cashel, made many Irish songs to original airs. It is said that he used to get the inspiration for these airs by going out and listening to the varied voices of the mountain streams around, for the gentle purring of the rivulet, to the deep bass of the swollen torrent. While Nancy was the great authority both as to words and Music Eamonn knew sufficiently of both, to be able to accompany his sister’s singing, and when the two sang together around the big blazing turf fire, you felt your mind transported away back a thousand years or more into the very midst of the civilisation of the Gael. I have heard Irish singing in or from every county where Irish still lives, but the recollection that remains as the sweetest thing my ears have heard is the singing in unison of Eamonn and Nancy Tracey on the side of that remote glen in Tyrone. A great authority on Irish music has pointed out to me that some of their airs contain intrinsic evidence of having been composed for harp accompaniment, thus showing their antiquity, for it is many a year since harps were last played in the glens of  ‘dark Tyrone’.

Ó Muirghesa wrote down eight hundred lines of Irish verse from the Traceys and in so doing so saved this treasure of Irish song from oblivion. Many of these songs can be found in his large volumes of Irish song, Céad de Cheoltaibh (1915) and Dhá Chéad de Cheoltaibh Uladh (1934).

1989: Research on the Social History and the Song Tradition of the Tyrone Gaeltacht
‘Macallaí Ghaeltacht na Speiríní’, Comhar, Mí Eanáir, 1989.
This important article on the Gaeltacht of Mid and North Tyrone was written while I was still an undergraduate at Trinity College, Dublin. Comhar is the premier magazine of contemporary comment in the Irish language on current affairs and the arts. My article focussed in particular on the songs in Irish of Anna and Éamon Ó Treasaigh, two singers from Beinn an Phréachain, a townland situated near Greencastle in Mid Tyrone. The words of their songs were preserved for posterity by Éinrí Ó Muirgheasa in his two books entitled: Céad de Cheoltaibh Uladh (1915) agus Dhá Chéad de Cheoltaibh (1934) Uladh. Éinrí Ó Muirgheasa opined that they were the greatest treasure-house of Gaelic song that he had come across in his travels throughout Ireland as a song-collector in the early decades of the twentieth century. Several other important collectors were in contact with the Traceys. Among these were the peripatetic Irish language teacher, Pilib Ó Bhaldrúin, Charlotte Milligan-Fox, author of the Annals of the Irish Harpers and her equally famous sister Alice Milligan, nationalist poet and leading light in the Celtic Twilight literary revival. In the late 1980s and early 1990s I recorded on tape the memories of old people in Mid-Tyrone of the Traceys and of Pilib Ó Bhaldrúin. Since my return to Ireland in 2000, I have been attempting to identify the whereabouts of the transcriptions of the airs to the Traceys songs. As part of a booklet containing lectures given at the Éigse Cholm Cille held on the Magee Campus in February 2002, I issued on CD two Jacobite songs from the Tracey collection.

Owen Treacy formerly of Flourtown and Ft. Washington., was born in Mullaslin, Carrickmore, Omagh, County Tyrone in 1933. He emigrated to the United States in 1957 and settled in Philadelphia. He immediately became involved with the local GAA and played a leading role as a player and as a club officer with Tyrone (Philadelphia) leading the club to several successes in local competition.  In the seventies and eighties he managed the team to a succession of North American Senior titles. He became involved in administration at Philadelphia Board level and soon progressed to a leadership role in North American Board, the Body responsible for the overall guidance of the GAA in North America.   At that time he successfully lobbied for full County Board status to be accorded to the NACB and was accorded the privilege of being the first NACB delegate to the Central Council.  He also frequently led the NACB delegation to Congress where he was an able and outspoken advocate of Overseas causes. Owen is generally credited with bringing the Association in North America to a new level in terms of administration and competence especially in the area of the organization of the Annual Playoffs which bring together clubs from all over the States on the first weekend in September each year. (Labor Day weekend) In September 2005, on the occasion of the NACB Playoffs in Philadelphia, the Uachtaran Cumann Luthchleas Gael, Swan Kelly, marked Owen's lifetime of service to the Association in Ireland and America with a well-merited President's Award. The North American County Board regreted having to announce the untimely death of former Chairman, Owen Treacy of Philadelphia. Owen, a native of Omagh, County Tyrone, and a member of the Philadelphia Tyrone GFC.

Oren's short battle with Motor Neuron Disease ended on the 6th November 2005 and he is survived by his wife Mary (nee McSorley) and children Cathy (Kathleen Concannon), Bernadette, Sean and Patricia (Tricia Treacy Ryan.) Grandfather of Tracey Concannon, Cara Treacy, Deirdre Treacy and Owen F. Ryan. Brother of Patrick, James, Michael and Nuala Treacy.  Owen's brother Michael is current Vice-Chairman of our board and his brother Jim is Chairman of the GAA By-laws subcommittee in Ireland.

The Owen Treacy Cup

The cup is dedicated to the memory of Owen Treacy in recognition of the efforts he made to develop the GAA in the area of the North American Board. The cup was first competed for in Boston in 2006 and the first winners were Louth by virtue of their victory over a team drawn from clubs in the jurisdiction of the North American Board. Louth earned the right to compete by winning the Tommy Murphy cup in 2006.
